Russian missile killed pilots and cut jet in half but passengers could have been conscious for up to a minute as plane plunged, reveals official report into MH17 downed over Ukraine
Dutch investigators release final report into disaster that killed 298 people as jet flew over Ukraine in July last year
Officials unveiled a ghostly reconstruction of front section of the jet using fragments recovered from the crash site
Also released video demonstrating how missile exploded inches from the cockpit, breaking off the front of the plane
Report says 'it can't be ruled out some occupants remained conscious' during the 60 to 90 seconds before crash
Investigators say the Boeing 777 was hit by a Russian-made BUK missile fired from rebel-held territory in Ukraine
Russian minister says report was 'an obvious attempt to draw a biased conclusion and carry out political orders'
Passengers on flight MH17 may have been conscious for up to a minute as the jet plunged to Earth after being hit by a missile, an official report found.
Dutch investigators said the Russian-made BUK rocket exploded just inches from the cockpit, killing the pilots and breaking off the front of the plane.
The missile's impact was instantly fatal only to the three crew members in the flight deck of Malaysia Airlines jet, the Dutch Safety Board report said.
Other crew and the passengers would have died due to decompression, reduced oxygen levels, extreme cold, powerful airflow and flying objects.
But painting a horrifying scenario, the report said 'it cannot be ruled out that some occupants remained conscious' during the 60 to 90 seconds before the plane crashed.
Doomed: Dutch air crash investigators released a video demonstrating how a Russian-made BUK missile detonated just inches from the MH17 cockpit, killing the pilots and breaking off the front of the plane

This appeared to contradict earlier information given to relatives who were told at a briefing in The Hague that their loved ones would have died very soon after the missile exploded.
The 15-month Dutch-led inquiry said the plane was hit by a Russian-made BUK surface-to-air missile fired from rebel-held territory over eastern Ukraine.
A total of 298 people, including 10 Britons, were killed when the Malaysia Airlines Boeing 777 was downed over territory where pro-Moscow separatists operated on July 17 last year.
The report by the Dutch Safety Board gives a horrifying glimpse into what the victims faced before they all died.
It says the missile fragments struck the plane at speeds of 2,800-5,600mph, 'tearing off the cockpit' and sending a 'pressure wave' throughout the plane a few milliseconds later.
The missile explosion also caused a 'deafening sound wave' and the airplane's sudden deceleration, then speeding up as it fell to Earth, may have 'caused dizziness, nausea and loss of consciousness.'
The board said it is likely people 'were barely able to comprehend the situation in which they found themselves... no indications were found that point to any conscious actions' such as text messages sent on mobile phones.
Some MH-17 victims were found without clothes on the ground. The report said the 'powerful airflow' ripped them from their bodies.
One passenger was found wearing an oxygen mask, but it was 'unclear how the mask got there,' the board said.
After the report's release, Dutch Prime Minister Mark Rutte has called on Russia to fully co-operate with the criminal investigation into the crash.
Commenting for the first time on the Dutch Safety Board's final report, Mr Rutte said that a key priority 'is now tracking down and prosecuting the perpetrators'.
He said the DSB report 'is a new element and undoubtedly an important building block' in the international criminal investigation that is being led by Dutch prosecutors and detectives.
Dutch prosecutors leading the criminal investigation later said they had identified 'persons of interest', but did not identify them.
Malaysia also vowed to seek prosecution against the 'trigger-happy criminals' who fired the missile.
Transport Minister Liow Tiong Lai said: 'As part of the (Joint Investigation Team), Malaysia remains single-minded in our pursuit of decisive action.'
Ukrainian Prime Minister Arseniy Yatsenyuk, meanwhile, blamed Russia's security service.
'I personally have no doubt that this was a planned operation of the Russian special services aimed at downing a civilian aircraft,' Yatsenyuk told a cabinet meeting.
Deputy Foreign Minister Sergei Ryabkov responded to the report by saying there had been 'an obvious attempt to draw a biased conclusion and carry out political orders', according to Russian news agencies.
The makers of the BUK said their tests had shown the aircraft could not have been hit by a missile fired from rebel-controlled territory.
The White House said the report was 'an important milestone' in the effort to hold those responsible accountable.
National Security Council spokesman Ned Price says the assessment of the White House remains unchanged: 'MH17 was shot down by a surface-to-air missile fired from separatist-controlled territory in eastern Ukraine.'
Dutch officials released the findings of their long-awaited investigation in front of a ghostly reconstruction of the forward section of the Boeing 777.
Some of the nose, cockpit and business class of the jet were rebuilt from fragments of the aircraft recovered from the crash scene and flown to Gilze-Rijen air base in the Netherlands.
Chairman of the Dutch Safety Board, Tjibbe Joustra, said: 'Flight MH17 crashed as a result of the detonation of a warhead outside the airplane against the left-hand side of the cockpit...
'This warhead fits the kind of missile that is installed in the BUK surface-to-air missile system.'
The aircraft broke up in the air and crashed over a large area controlled by rebel separatists who had been fighting government troops there since April 2014.
Ghostly: A reconstruction of flight MH17 serves as a backdrop as Dutch investigators release their final report into the crash, saying it was shot down by a Russian-made BUK missile from rebel-held Ukraine
SURFACE-TO-AIR MISSILE THAT CAN DESTROY TARGETS 15 MILES HIGH
The BUK missile system blamed for shooting down flight MH17 is an anti-aircraft weapon whose origins date back to the Soviet era.
The system is designed to be a mobile surface-to-air system able to engage multiple targets at a variety of ranges.
BUK – which means 'Beech' in Russian – first fully entered service with the Red Army in 1980, and has been exported to many countries, including North Korea and Syria.
NATO's official designation for it is the SA-11 Gadfly.
The system fires a single-stage 700kg missile whose warhead explodes in close proximity to the target, shredding it with high-velocity shrapnel.
Up to six BUK missiles can be fired simultaneously from a launch vehicle - usually either a military truck or a tank - on targets flying on different bearings, according to the London-based Jane's defence and intelligence group.
The missiles lock onto targets using a separate radar system that is usually operated from an accompanying mobile unit.
The system can operate in any weather and reportedly hit some targets at an altitude of 25 kilometres (15 miles) or more.
An animation showed the route the doomed plane took, how it changed course to avoid a thunderstorm, then demonstrated how the front section sheared away after impact.
The tail probably fell to the ground first, with the central section flipping over and catching fire on impact.
The inquiry team indicated the missile was fired from a 320km square area. Russian experts said it was a smaller area and Ukrainians indicated a smaller area still.
The DSB did not set out to find who fired the missile. That will be dealt with by prosecutors later.
The board also said the plane should never have been flying there as Ukraine should have closed its airspace to civil aviation, adding that nobody gave a thought to the dangers to passenger planes.
After the findings were released, Prime Minister David Cameron, said: 'We have always been clear that justice must be done for all of the victims of MH17 and today's report brings us one step closer to establishing the truth.
'We, alongside our partners, will continue to send a clear message; those responsible for downing this plane will be held to account.'
Relatives earlier emerged visibly shaken after being privately briefed by Joustra in an conference centre in The Hague about the fate of the Boeing 777 which was en route from Amsterdam to Kuala Lumpur when it went down on July 17 last year.
Relative Robby Oehlers said a wave of sadness had swept through the room.
'They showed us the fragments that were inside the plane,' Oehlers said, adding that the room was 'so quiet you could have heard a pin drop.'
He said relatives had been told 'there was a zero per cent chance that the people inside felt anything or had any notion of what was happening.'
But this appears to have been contradicted by the report that said there was chance passengers would have been conscious as the jet plunged to the ground.
Barry Sweeney, whose son Liam, 28, was on board, said he had been told that the passengers would have died soon after impact.
He told the BBC: 'That is a comfort for 298 sets of relatives. We cannot be 100 per cent, but we have to think that was the case.'
He added: 'I'm going to have to go away and think 'Yes, Liam died instantly as (did) 297 other people'. If you think otherwise, it's going to hurt forever.'
Obliterated: Inside the wrecked cockpit of the Malaysian Airlines jet after it was reconstructed at the Gilze Rijen airbase in The Netherlands
The destroyed fuselage of the MH17 is presented to the press during a presentation of the final report on the crash at the Gilze Rijen airbase
Passengers would have died due to decompression, reduced oxygen levels, extreme cold, powerful airflow and flying objects, the report said
Terrifying: The report said 'it cannot be ruled out some occupants remained conscious' during the 60 to 90 seconds before the plane crashed
Liam was travelling with his friend and fellow Newcastle United superfan John Alder to watch their side play pre-season games in New Zealand.
Mr Sweeney believed his son was 'probably having a drink' as the plane flew high over Ukraine, and would have been excited.
'It was the trip of a lifetime, unfortunately they didn't get there,' Mr Sweeney said, adding that would, too, raise a glass to remember his son.
He said: 'I'm sure he would've been having a few pints of Newcastle Brown Ale while on the plane and I'll be having a few pints for him today.'
Claudio Villaca-Vanetta, whose husband Glenn Thomas, from Blackpool, died on board MH17, told BBC Radio 4's World at One: 'We had some of the answers we were looking for today, but by far not all of them.
'We now know for sure that Malaysia Airlines was allowed to fly there, and we know now that it was a bad decision by Ukraine to leave the airspace open and that by just raising the cruise height it was safe for commercial airliners.
'We know there was a missile which is manufactured in Russia only. Of course, this doesn't tell us who did it, who is accountable for it. That is where we want to get now.'
Mr Villaca-Vanetta said victims' families had been told their loved ones would have died instantly or very quickly.
But he added: 'Even if it was the estimated nine seconds for somebody to lose consciousness, it is still a lot of time.
'For most families of victims, including myself, we went through counselling and this was maybe the hardest point to accept - the cruelty and the violence on bodies.'
The grieving sister of one of the victims, meanwhile, called on Vladimir Putin to speak to families of the 298 after it emerged the jet was brought down by a Russian-made missile.
Tracey Withers, whose brother Glenn Thomas was among the 10 Britons who died, told ITV News that if Mr Putin had time to call Elton John, he should make the effort to speak to grieving relatives.
The Russian leader had spoken to the star about gay rights.
The DSB also said there were lessons for the aviation industry to learn about flying over war zones.
There were 160 planes which flew over eastern Ukraine that day, and three others were in the area when it was brought down.
In the previous days several military aircraft had been shot down at lower altitude, yet air space above 32,000ft was open to commercial flights.
Outlining the report findings, DSB chairman Tjibbe Joustra said: 'Every single one of those operators thought that was safe'.
The report recommended that countries where armed conflict was taking place should do more to ensure air safety and carriers should be more transparent about the routes they use.
In response, the British Airline Pilots' Association called for greater international co-operation on no-fly zones.
Ukraine and Western countries contend the airliner was downed by a missile fired by Russia-backed rebels or Russian forces, from rebel-controlled territory.
However, a Russian state-controlled missile-maker held a press conference today to coincide with the report's release to say its own investigation contradicts conclusions from the Dutch probe.
Almaz-Antey says it conducted two experiments - in one of which a Buk missile was detonated near the nose of an airplane similar to a 777 - that contradict that conclusion.
The experimental aircraft's remains showed a much different submunitions damage pattern than seen on the remnants of MH17, the company said in a statement.

The BUK missile exploded to the left of the cockpit, causing it to break off as it was showered with fragments of metal (pictured above)

MH17 was shot down by a Russian-made BUK missile fired from rebel-held eastern Ukraine, a report by Dutch investigators has concluded
A Russian BUK surface-to-air missile system like the one which Dutch investigators say was fired at MH17
The experiments also refute what it said was the Dutch version, that the missile was fired from Snizhne, a village that was under rebel control. An Associated Press reporter saw a Buk missile system in that vicinity on the same day.
'We have proven with our experiments that the theory about the missile flying from Snizhne is false,' Almaz-Antey's director general Yan Novikov told a news conference at a sprawling high-tech convention center in Moscow.
Almaz-Antey in June had said that a preliminary investigation suggested that the plane was downed by a model of BUK that is no longer in service with the Russian military but that was part of the Ukrainian military arsenal.
Information from the first experiment, in which a missile was fired at aluminum sheets mimicking an airliner's fuselage, was presented to the Dutch investigators, but was not taken into account, Almaz-Antey chief Novikov said.
Novikov said evidence shows that if the plane was hit by a Buk, it was fired from the village of Zaroshenske, which Russia says was under Ukrainian government control at the time.
A U.S. official told The Associated Press that the draft report said the plane was destroyed by a Buk surface-to-air missile fired from the village of Snizhne.
Many reports, including an investigation by the open-source group Bellingcat, also suggest the plane was downed by a missile fired from near Snizhne.

The investigation was led by Holland because 196 of the victims were Dutch.
A preliminary report by the Dutch Safety Board (DSB) in September last year said wreckage was 'consistent with the damage that would be expected from a large number of high-energy objects that penetrated the aircraft from outside'.
Despite the difficulty in accessing the site due to fighting in the area, the black box flight recorders were recovered early on and were passed to the DSB after being inspected at the UK Air Accidents Investigation Branch (AAIB) headquarters at Farnborough in Hampshire.
In its preliminary report, the DSB said the black box information showed the MH17 flight proceeded normally until 1.20pm local time on July 17, 2014 after which all recordings 'ended abruptly'.
The DSB said pieces of wreckage were pierced in numerous places and that most likely there had been 'an in-flight break-up'.
The reconstruction of the plane echoed the work done by the AAIB which gathered wreckage from Pan Am flight 103 after it exploded over Lockerbie in December 1988 and painstakingly rebuilt part of the fuselage at Farnborough as part of its investigation.
The MH17 disaster followed on from the disappearance in March last year of Malaysia Airlines flight MH370, which was flying from Kuala Lumpur to Beijing with 237 passengers on board.

When President Xi Jinping arrives in the northwest US city of Seattle on Tuesday, on his way to the capital, Washington, later this week, he will be visiting the American state that exports more to his country than any other.

Washington state last year sent more than US$20 billion in aircraft, wheat, apples and other products to China.

Microsoft, based in the Washington city of Redmond, and Seattle-based Amazon.com and Boeing – which has deep roots in the state – are all keen to capitalise on Xi’s visit, focusing on the country’s long-term potential at a time when its economy is troubled.

Xi’s four-day trip, beginning on Tuesday, also carries with it an opportunity for him to use the sight of major US companies, from Apple to General Motors, to send a reassuring message home: China is still very much a much sought-after market.

[Xi Jinping] is talking to the high-tech executives to convey to the Chinese audience that, see, the biggest Western firms are still anxious to do business with us
DAVID BACHMAN, UNIVERSITY OF WASHINGTON

“One of the reasons he’s talking to the high-tech executives is not necessarily for business purposes here, but to convey back to the Chinese audience that, see, Western firms – the biggest Western firms – are still anxious to do business with us,” said David Bachman, a University of Washington professor and former chairman of its China Studies Programme.

“He’s trying to exude a sense of confidence at a time when some of that self-confidence about China’s economic future has been dissipated,” he said.

The visit comes as friction between China and the US has grown.

Among the sources of tension are hacking attacks on the US said to be directed by Beijing and China’s moves to assert its territorial claims in the South China Sea.

[Xi Jinping] is trying to exude a sense of confidence at a time when some of that self-confidence about China’s economic future has been dissipated
DAVID BACHMAN, UNIVERSITY OF WASHINGTON

Xi has quickly become China’s most powerful leader in decades, cracking down on corruption and activists alike.

He is the fourth consecutive Chinese leader to visit Washington state – Deng Xiaoping came in 1979, Jiang Zemin in 1993 and Hu Jintao in 2006.

In 1994, as a leader in Fuzhou, Xi signed the sister-city agreement between the ports, asThe News Tribune newspaper, in Tacoma, reported.

Boeing is a big driver of Washington state’s top ranking in terms of China exports. Last year it sold a record 155 aircraft to Chinese customers.

This year about one-quarter of the planes Boeing has built have gone to China, and over the next 20 years, China was expected to be Boeing’s biggest commercial airplane market, with a projected need for 6,330 new planes worth an estimated $950 billion, the company said.

Washington state’s ties to China go beyond business, state leaders said.

With backing from Microsoft, the University of Washington and Beijing’s Tsinghua University are opening a new technology graduate school in the city of Bellevue called the Global Innovation Exchange.

It is the first Chinese research institution to establish a US location, with students and faculty from both universities working to tackle complex global problems.

Former Washington governor Gary Locke, who recently served as US ambassador to China, said the visit went beyond raising the profile of Washington state and the Seattle area among the Chinese people and businesses “looking for expansion or looking to buy American products or services”.
Locke said it would give US companies a chance to press some of their concerns.

“For many foreign companies in China, there are concerns about a level playing field; about a strong, transparent legal system that will enforce intellectual property rights; about just being allowed to operate in China,” said Locke, who is Chinese-American.

Among the items on Xi’s agenda is a round-table discussion on Wednesday moderated by former US Treasury Secretary Henry Paulson, whose Paulson Institute, in Chicago, promotes sustainable economic growth in the US and China.

On the US side, chief executives Tim Cook of Apple, Jeff Bezos of Amazon, Satya Nadella of Microsoft and investor Warren Buffett will attend.

Those reportedly attending from China include Jack Ma, founder and chairman of the e-commerce giant Alibaba, and Robin Li of the web-services firm Baidu.

The meeting will provide an important opportunity to discuss the US-China business relationship, China’s economy, and the future of Chinese reforms, Paulson said.

“This US-China relationship is the most important bilateral relationship in the world, and it’s under real tension and stress right now,” he said. “There are differences that have got to be dealt with, but we can’t let those preclude us from working in the areas where we have a common interest.”

Xi JinpingChina’s president and Communist Party chief, arrives in the United States on Tuesday for his first state visit. For China, a priority will be bolstering Mr. Xi’s stature at home, and the events planned should play well on Chinese television. These include meetings in Seattle with American business executives, a 21-gun salute on the White House lawn and a state dinner, followed by Mr. Xi’s first speech before the United Nations in New York.

Though common ground may be found on issues like climate change, Mr. Xi is expected to yield little on points of contention between the United States and China, including cyberespionage, island-building in disputed areas of the South China Sea, and tightened controls on foreign businesses and nongovernmental organizations operating in China. Here are the details:

The Itinerary

Sept. 22 Mr. Xi lands in Seattle, where he will be welcomed by adelegation that will include the former Washington governors Christine Gregoire and Gary Locke, who is also a former ambassador to China.

In the evening, Mr. Xi will deliver a major policy speech at a dinner for business leaders and other dignitaries, including former Secretary of State Henry Kissinger, sponsored by the National Committee on United States-China Relations and the U.S.-China Business Council.

Sept. 23 Mr. Xi takes part in a round-table discussion with chief executives sponsored by Henry M. Paulson Jr., chairman of the Paulson Institute at the University of Chicago and a former Treasury secretary. He will also visit Boeing’s factory in Everett, Wash., its largest production site for commercial aircraft. China is a huge Boeing customer.

Mr. Xi will also tour Lincoln High School in Tacoma, which he visited in 1993, when he was an official in Fuzhou in Fujian Province.

Mr. Xi will attend the U.S.-China Internet Industry Forum, hosted by Microsoft and the Internet Society of China, with Lu Wei, the Chinese official in charge of Internet policy, and guests who could include Robin Li of Baidu, Jack Ma of Alibaba and executives from Apple, Facebook, Google, IBM and Uber.

Sept. 24 Mr. Xi leaves for Washington, where he will have a working dinner at the White House with President Obama, Secretary of State John Kerry and Susan E. Rice, the president’s national security adviser.

Sept. 25 Mr. Xi will be greeted with a 21-gun salute at the White House and hold a joint news conference with Mr. Obama. Mr. Kerry and Vice President Joseph R. Biden Jr. will host a lunch for him at the State Department. This will be followed by a visit to Capitol Hill to meet with congressional leaders and in the evening a state dinner at the White House.

Sept. 26 Mr. Xi proceeds to New York for events at the United Nations headquarters.

Sept. 27 China and the United Nations are hosting the Global Leaders’ Meeting on General Equality and Women’s Empowerment: A Commitment to Action, 20 years after the Fourth World Conference on Women was held in Beijing in September 1995. Mr. Xi is scheduled to make opening remarks and to serve as chairman of the first session.

Sept. 28 Mr. Xi speaks at the United Nations’ 70th anniversary session. This will be his first speech at the United Nations and will underline China’s status as a charter member, a co-founder of the postwar international order and a permanent member of the Security Council.

Mr. Xi leaves the United States later in the day.

The Agenda

The United States sees these three issues as the most important:

Cybersecurity. The Obama administration says the combination of intellectual property theft and espionage by China has reached unprecedented proportions. The United States is contemplating sanctions against Chinese hackers, and to fend these off, a senior Chinese security official visited Washington recently for talks.

The South China Sea. The United States, worried about freedom of navigation in one of the busiest commercial waterways in the world, has told China to stop building artificial islands and to halt construction of military facilities on those islands. China considers itself to have sovereign rights over about 80 percent of the South China Sea. It is unlikely that the two sides will bridge their differences, but they may agree to try to manage them.

China’s new national security law. The law, which China says is necessary to meet a range of emerging threats, including terrorism and online espionage, has raised fears that it will infringe on the ability of American businesses to operate in ways to which they are accustomed in a free-market economy, requiring, for example, that information systems be “secure and controllable.” Also of concern is related legislation that would require nongovernmental organizations to find official sponsors in China.

China considers these the most pressing issues:

Developing a “great power relationship” with the United States. This goal was announced by Mr. Xi in 2012, when he was still vice president, and is an effort to be treated as an equal with the United States. Washington has resisted this, partly because it would call on the United States to respect what China says are its core interests in places like Tibet and the South China Sea.

Trade and investment in technology sectors by American companies. CCTV, China’s state broadcaster, reported that Mr. Xi’s visit would improve business ties between the two countries and narrow differences over protectionist policies and online security.

The South China Sea. China also places this high on its agenda but is expected to give little ground on its stand that it has “indisputable” sovereignty over large portions of the waterway.

Previous Encounters

This is not Mr. Xi’s first visit to the United States, nor his first meeting with Mr. Obama. As Mr. Obama said in 2013, “President Xi is no stranger to the United States.”

In 1985, Mr. Xi, then Communist Party chief of Zhengding County in Hebei Province, toured Iowa as part of an agricultural delegation under a sister state-province program.

In May 2006, as Communist Party secretary of Zhejiang Province, he led a delegation of provincial officials to New York, New Jersey and Washington to promote the province and encourage investment.

In February 2012, Mr. Xi, then China’s vice president, visited Mr. Obama and Mr. Biden at the White House. He also stopped in Muscatine, Iowa, where he met with his host family from his 1985 trip, and California, where he took in a Los Angeles Lakers basketball game.

In June 2013, Mr. Xi met informally with Mr. Obama at the Annenberg Retreat at Sunnylands, in Rancho Mirage, Calif.

In November 2014, Mr. Xi met with Mr. Obama during the Asia-Pacific Economic Cooperation summit meeting in Beijing and announced an ambitious joint plan to curb the carbon emissions that contribute toclimate change.

Protocol and Security

China’s glamorous first lady, Peng Liyuan, a former opera singer, will accompany her husband. There has been no mention of their daughter, Xi Mingze, a Harvard graduate, joining them. In Washington, all eyes will be on Ms. Peng at the state dinner: Will she outshine Mrs. Obama in the fashion stakes?

Security is uppermost in the minds of Chinese officials. They have turned down several suggestions for events aimed at making Mr. Xi seem less formidable, apparently because of safety concerns.

Among those ideas: watching a Nascar race in Chicago, visiting a Starbucks coffee shop in Seattle and attending a baseball game. Perhaps also for security reasons, Mr. Xi is not continuing the tradition of his predecessors, who during their trips to the United States made a point of visiting a university campus; instead he is visiting the high school in Tacoma. (Hu Jintao spoke at Yale; Jiang Zemin spoke at Harvard; and Deng Xiaoping received an honorary degree from Temple University.)

China’s chief protocol officers were in Washington a few weeks ago, reviewing every step of the trip. One of their requests: United States security personnel guarantee that protesters will be kept out of sight and earshot of Mr. Xi. The Chinese worry that protesters from Falun Gong, the spiritual sect, or critics of China’s policies in Tibet might appear in the same camera frame as Mr. Xi. In 2006, a Falun Gong protester disrupted a reception for President Hu on the White House lawn, an episode Mr. Xi’s trip planners do not want repeated.

The Political Climate

Domestic politics often color a Chinese leader’s visit. One of the Republican contenders in the 2016 presidential election, Gov. Scott Walker of Wisconsin, urged Mr. Obama in August to withdraw the invitation to Mr. Xi and to “focus on holding China accountable over its increasing attempts to undermine U.S. interests.”

His rival for the nomination, Donald J. Trump, has led the charge against China, taking to Twitter and television with harsh words about China’s economy. “Because China’s going bad it’s going to bring us down, too, because we’re so heavily coupled with China,” he recently told Fox News. He has also said he would offer Mr. Xi a McDonald’s hamburger rather than a state dinner.

La otra historia, apoyo Ruso a Siria

Russian jets in Syria mean no-fly zone is 'out of the question', warn experts
Vladimir Putin is carrying out Russia's biggest military intervention outside the old Soviet Union for almost 30 years
Russia’s deployment of jet fighters in Syria has effectively destroyed the West’s option of imposing a “no-fly zone” over the country, experts have warned, as the British Defence Secretary said the intervention risked deepening the crisis.
The Kremlin’s operation in Syria amounts to the biggest deployment of Russian forces outside the former Soviet Union since the withdrawal from Afghanistan in 1989.
So far, President Vladimir Putin has dispatched about 500 troops to the city of Latakia and the adjacent port of Tartous on Syria’s Mediterranean coast.
He has also deployed 28 warplanes, 15 military helicopters – including MI-24 gunships – and at least two batteries of SA-22 surface-to-air missiles. Four of the warplanes are SU-27 Flanker fighters, which are designed for air-to-air combat.
Michael Fallon suggested the operation was an added obstacle to peace in Syria. “The Russian action in the last few weeks, putting ships and aircraft into the region, further complicates an immensely complicated situation,” he said.
Russia’s declared purpose is to help Bashar al-Assad’s regime to fight the terrorists of the Islamic State of Iraq and the Levant (Isil). But neither Isil nor any other rebel group in Syria possesses air power. The SU-27 jets and the SA-22 missiles have no military use against Isil.
Instead, their arrival is designed to send a pointed signal to the West, according to Jonathan Eyal, the director of international security studies at the Royal United Services Institute (RUSI). “What the Russians are putting in now indicates an intent to be there for a long period,” he said.
The deployment of the SU-27s was the “key” to gauging Mr Putin intentions, added Mr Eyal. Their presence makes it impossible for the West to impose a “no-fly zone” over Syria, at least without Russia’s consent.
“If you are talking about a no-fly zone over the whole of Syria, that’s probably out of the question now,” said Mr Eyal. “The effect of this is to make sure that Russia is locked in to any kind of deal that is going to take place there.”
The arrival of Russian firepower in support of Assad’s regime has already compelled America to deal directly with the Kremlin over Syria. Ashton Carter, the US defence secretary, has spoken to his Russian counterpart about the situation in Syria. President Barack Obama, meanwhile, is expected to meet Mr Putin at the United Nations General Assembly in New York later this month.
More evidence of the Kremlin's military build-up emerged on Tuesday when IHS Jane's, a defence consultancy, said that two more bases were being prepared to "receive Russian forces". Satellite pictures showed that construction work was underway at Istamo weapons storage complex and Al-Sanobar military base, both located north of the airport in Latakia where the Russian warplanes are located. "These new discoveries highlight how the rapid build-up of Russia’s expeditionary force in Syria is continuing apace, giving it a significant capability to target rebels opposed to the Syrian government and to secure the Latakia homeland of President Bashar al-Assad," said IHS Jane's.
Mr Fallon said: "Thousands of people have already been killed, millions are being displaced. You have a regime that is barrel-bombing its own citizens and you have Isil with its own brand of barbarity. So it is urgent that we find a way through to bring peace to that particular country. The Russian intervention certainly makes the situation even more complicated."
Following the election of Jeremy Corbyn as Labour leader, Mr Fallon indicated the Government would need the support of rebel Labour MPs to win any Commons vote on extending RAF air strikes against Isil into neighbouring Syria.
"The Prime Minister has made it very clear that to extend our operations into Syria we need the support of Parliament and we will not go and ask for that support until we are sure of getting it. We will have to make the argument on both sides of the House," he said.
Mr Fallon added that Russia’s ambitions had made the world a more dangerous place than it was five years ago. “We’ve seen a revanchist Russia reheating the Cold War, menacing its neighbours and increasingly using hybrid warfare to pursue its goals,” he said.

Equating Assad & ISIS West helps to prolong conflict

Russia’s military support for Syria can only be considered controversial or wrong to those who maintain that a moral equivalence exists between ISIS and the Assad government.
Prolonging the conflict in Syria and the suffering of the Syrian people is a direct result of the mendacity and perfidy that informs the West’s stance towards the region. Indeed the lack of any moral clarity, leadership, and competence on the part of Western governments has been nothing short of criminal, with scant evidence of it changing anytime soon. Only in an upside down world could any equivalence be drawn between ISIS in Syria and the Assad government. Yet this is exactly the equivalence that the West continues to make, thus hampering efforts to destroy a movement that is intent on turning the clock back in Syria to the seventh century, embracing inhuman levels of butchery and barbarity in the process.
ISIS is the Khmer Rouge of our time, holding to a similar objective of turning an entire nation into a cultural, human, and physical desert. It revels in its cruelty and bestiality, enslaves and rapes women on a grand scale, and has been allowed to grow to the point where it now constitutes a direct threat to centuries of human progress. Thus we are talking about an organization that has no program that can be negotiated with, nothing to offer except carnage and chaos, making its complete and total destruction a non-negotiable condition of saving millions of people from a horrific fate.
In contradistinction to ISIS the Assad government is secular, believes in modernity, and upholds the rights of minorities, both Muslim and non-Muslim. More crucially, regardless of the huge campaign of demonization that has been unleashed against it in the West, it retains the support of its people, who understand more than any Western diplomat, politician, or ideologue the nature of the struggle they have been engulfed in these past four and half years.
Yet just as when it came to Saddam Hussein and Iraq, along with Muammar Gaddafi and Libya, we are being bombarded with the inference that Syria consists of one man in the shape of its leader. This narrative is employed to condition and shape domestic public opinion when it comes to currying support for seeing said leader’s removal, even though the empirical evidence of Iraq and Libya’s descent into an abyss of sectarian violence, mayhem, and societal collapse is undeniable in this regard.

Assad's crime is not that he is a dictator or that he is oppressing his own people, as his detractors would have us believe - else why on earth does the West count among its closest regional allies Saudi Arabia, arguably the most corrupt, venal and barbaric regime in the world today? The problem with the Assad government in Syria is that it has long been marked for regime change as a pole of resistance to a US hegemonic agenda going back to the Bush administration. It is an agenda being driven most vigorously by US regional allies such as Israel, the aforementioned Saudis, and Turkey in pursuit of their own interests, which are self-evidently inimical to achieving stability.
There is no and never has been a fully formed liberal democracy waiting in the wings to take over in Syria, just as there wasn't in Iraq or Libya when it came to either Saddam Hussein or Muammar Gaddafi. But even so, like a blind man groping and lurching around a china shop, the West remains attached to a blinkered strategy that only succeeds in sowing mayhem with each step it takes in pursuit of it.
Russia’s rational and coherent alternative stands in marked contrast. President Putin has been calling for an international coalition to combat terrorism and extremism for some years now and been continually rebuffed. He has also been calling for a diplomatic and political solution to the conflict in Syria, but again those efforts have been continually thwarted by Western leaders whose obduracy is literally killing people, in addition to creating the worst refugee crisis the world has seen since the Second World War.
Russia’s refusal to relinquish its support for Syria, despite coming under huge pressure to do so and instead to increase that support demonstrates commendable principle and courage given the risks involved. It will undoubtedly have a significant impact on the ground, raising the morale of the Syrian Arab Army and the Syrian people, whose courage and tenacity has been extraordinary. Not only have they resisted an invasion of the country by thousands of foreign extremists and jihadists, they have done so in the teeth of massive external pressure from the West throughout.
The barbarians are at the gates with Russia, and Russia alone, heeding the call to intervene in order to save not just the Syrian Government or Syria, but civilization itself.
